Cross listed waitlists Add / Drop

For cross listed sections the waitlist applies only to each section individually. So if the global limit is reached, no students can register. But if a student drops a section and there is not a waitlist on that section, another student can add that section; even if there is a waitlist on a different section.

To prevent this from happening, each section would have to be changed to "closed"
